Most are suburbs. A suburb and the big city next to it often share one local economy, so “safest city” lists mostly reflect where city lines are drawn.
How to read these numbers
- The FBI explicitly warns against ranking cities with its data. It says rankings ignore the many factors behind crime, such as population density, poverty, commuters and tourists, and the policing and reporting practices of each agency.
- Rates use the population served by the city police department. Cities with many visitors or commuters (and few residents) look worse.
- Cities whose police did not report 12 months of data to the FBI are missing, so this is not a complete list of U.S. cities.
- Crime is concentrated in a few neighborhoods in most cities; a city-wide rate says little about any one street.
- Only crimes reported to police are counted.
